“Mandatory theft reporting” is about preventing private sales in states that forbid them.
If someone claims the gun was lost or stolen when they discover it missing, they can punish anyway.

As for ammo … They can be pounded out with forms and jigs. Ophanages in Britain used to put kids to work pounding out .577 cases with hammers, jigs, and molds … the more copper content, the easier to work.
